The Housing and Community Services Coordinator oversees Housing Services and Supports for LTSS and Behavioral Health programs and services. Responsible for managing program eligibility determinations for housing assistance program. Determines the tenants and landlords eligibility to participate in subsidized housing programs, negotiates contracts with landlords, issues subsidy payments to landlords, enforces program compliance with tenants and landlords, and makes referrals to outside agencies according to the customers needs.
Schedules and conducts initial, periodic and annual case reviews to verify client eligibility. Uses proper interviewing techniques to obtain accurate information and verifications and accurately calculates housing subsidy and rent amounts.
Explains policies, procedures and required forms to clients and ensures they understand them.
Assists clients with the completion of paperwork as necessary.
Provides information to clients on the availability of community resources and provides information on the procedures for accessing outside agencies according to their needs.
Issues Section 8 vouchers, and explains programs and procedures in individual and group settings.
Completes accurate and timely data entry of client information according to established procedures.
Ensures that inspections are scheduled in a timely manner.
Ensures housing assistance payments are issued accurately and timely.
Terminates client program participation in accordance to the established policies and procedures.
Prepare and submit correspondence to clients and landlords.
Reviews leases to be in compliance with program requirements and tenant and landlord laws.
Complete eligibility determinations for the Low Income Housing Tax Credit programs and other housing assistance programs as assigned.
Maintain the security of confidential information according to established procedures.
Provides excellent customer service to clients and the general public and promotes positive client relations.
Responsible for working with the federal and local housing programs to help develop and access affordable housing services for Members receiving LTSS.
Responsible for educating and assisting Care/Support Coordinators regarding affordable housing services for KanCare Members
Serves a liaison with KDADS housing coordinators and housing specialists within each Community Mental Health Center on Kansas broader housing strategy and initiatives.
Works with KDADS to ensure that Community Providers are trained and achieving fidelity in evidence-based practices (i.e. Housing First Model).
3-5 years related work experience; Intellectual and Developmental Disabilities (IDD) experience is preferred.
Minimum of (3) years experience in assisting the elderly and persons with disabilities to secure accessible, affordable housing through Federal (such as HUD, Shelter Plus Care, SAMHSA, and USDA), as well as, local programs.
Proven track record meeting project dates.
Bachelors degree in Business Administration, Human Services or a relevant field is preferred, or an equivalent combination of education and experience.
Experience in determining eligibility for programs or services or experience is preferred.
Broad knowledge of community resources.
Ability to interpret rules, regulations and policies and to make decision in accordance with established policies.
Tax credit experience strongly preferred.
Computer literate with proficiency in MS Office Suite applications and keyboard navigation; ability to input and retrieve data and generate reports using a variety of software programs and databases.
Ability to prioritize tasks and complete projects within a specified time frame.
Ability to meet deadlines and program requirements for large caseloads.
Excellent verbal, written and presentation skills.
Ability to establish and maintain effective working relationships with co-workers, supervisors, clients, landlords and the general public.
Ability to communicate effectively and work within a culturally diverse work environment including obtaining and utilizing interpreters.
Ability to effectively interview clients to obtain necessary information.
The highest level of education desired for candidates in this position is a Bachelor's degree or equivalent experience.
