The Social Worker is the Substance Use Disorder (SUD) Specialist for Homeless Programs. This position provides case management and intervention support to Housing and Urban Development-Veterans Affairs Supported Housing (HUD-VASH) Program, Grant and Per Diem and HCHV programs in a team oriented, recovery-based program. The (SUD) Specialist supports the Homeless Programs by providing continuity of care between Homeless Programs through services to Veterans with SUDs as they transition between programs. The HCHV SUD Social Worker provides on-going substance use case management and early treatment interventions to promote sustained stability and abstinence in supported housing. These Veterans are frequently homeless due to their SUD activities, so providing SUD treatment support and early intervention promotes recovery, improved quality of life and successful permanent housing. These Veterans are frequently also diagnosed with co-occurring mental health, physical health and social problems that require particular skill in early intervention and crisis management. The Social Worker must be able to develop appropriate professional relationships with the Veterans and meet the Veteran where he or she is ready to engage in treatment. The Social Worker will also develop liaison relationships with more acute treatment providers/ programs, such as an Intensive Outpatient Program. The Social Worker will provide appropriate group and individual case management and treatment.

Master's degree in social work from a school of social work fully accredited by the Council of Social Work Education.

GS-9 Social Worker

Experience, Education and Licensure. GS-9 is the entry level grade for the GS-185 social work series and is used for social workers with less than one year of post-MSW experience and for social workers who are not yet licensed or certified at the independent practice level. Social workers at the GS-9 level are working toward completion of prerequisites for licensure or certification.

NOTE: Social workers with more than one year of post-MSW experience may be appointed at an advanced step within the GS-9 grade commensurate with their years of experience.

GS-11 Social Worker

Experience, Education and Licensure. Promotion to the GS-11 full performance level requires completion of a minimum of 1 year of post-MSW degree experience in the field of health care social work (VA or non-VA experience) and licensure or certification in a state at the independent practice level.

NOTE: For appointment licensure or certification at this level please refer to paragraph 2c.


In addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be substituted for the required 1 year of professional social work experience in a clinical setting.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Grade Determinations: Salary to be determined by Professional Standard Board of your peers and based on your education, experience, and professional accomplishments.

The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-9 to GS-11.
